HLA has entered into an agreement to host the PARCEL website, which has been reworked and recently relaunched. The PARCEL Project (Partner Capacity Enhancement in Logistics) is an inter-agency initiative that aims to increase the capacity and independence of local partners to respond to humanitarian emergencies. Resources include logistics standards, e-learning, a logistics assessment tool, a logistics toolkit, and face-to-face logistics training resources.

The PARCEL project was led by a consortium of INGOs, bringing together a wide range of technical knowledge, experience, and resources. The consortium agencies originally included Concern Worldwide, MercyCorps US, Save the Children International, Tearfund, World Vision International, Action Contre la Faim, and five Oxfam affiliates.

Oxfam has taken the lead and worked extensively on the relaunch of the website. Future improvements are planned, with HLA’s help and involvement, including updating the training content to reflect CTP and safeguarding and creating additional online training tools.
