Logistics Manager Sudan (Northern States)

Responsibilities To facilitate the objectives of the SDN programme, by meeting the logistics requirements (including management of supply chain, vehicles and assets) of all Medair projects, in a timely, efficient and accurate manner, while also meeting relevant information, reporting and accountability requirements. To facilitate the Medair Southern Sudan programme upon their request, in all logistic aspects required.

Project Overview

Sudan Northern States (SDN): Broad portfolio of projects, including: multi-sectoral project in an acute emergency in Darfur; cross-line PHC rehabilitation and WatSan project in South Kordofan. Southern Sudan (SDS): Primary health care in Upper Nile, outbreak response in multiple states.

 

Responsibilities

To facilitate the objectives of the SDN programme, by meeting the logistics requirements (including management of supply chain, vehicles and assets) of all Medair projects, in a timely, efficient and accurate manner, while also meeting relevant information, reporting and accountability requirements. To facilitate the Medair Southern Sudan programme upon their request, in all logistic aspects required.

 

Key Activity Areas

 

Logistics Management

 

Supply Chain Management

  • Management of necessary supply chain to ensure all Medair field projects receive required supplies and equipment accurately, on time, in budget and to required quality.

Vehicle Management

  • Management of fleet of 25+ vehicles (9 directly in Khartoum; 20 indirectly in field locations) to ensure optimum fleet availability, usage and accountability.

Asset Management

  • Management of all Medair assets, to ensure optimum availability, usage and accountability.

IT & Communications Equipment Management

  • Management, registration and allocation of IT and communications equipment.

Policy and Procedures

  • Define, monitor and enforce logistics policy, procedures and guidelines across the Sudan (Northern States) programme, to ensure that all logistics activities meet beneficiary, project, Medair and donor requirements.

Khartoum Base Maintenance

  • Manage and supervise proper maintenance of Khartoum office and house(s), to ensure optimum availability of resources and utilities.

Field Base Support and Setup

  • Provide logistical support to all field bases by regular field visits.

 

Logistics support to Medair’s Southern Sudan programme

  • Management of procurement requests from SDS.

 

Financial / Grant Management

  • Plan and construct logistics budgets.

 

Staff Management

  • Ensure that logistics staff (Internationally and Nationally Recruited Staff – IRS and NRS) are adequately trained and provide opportunities for mentoring and coaching where necessary within budget constraints.
  • Manage national logistical staff in Khartoum.

Administration / Communication

  • Carry out the administration related to the logistics work.
  • Develop and maintain a transparent, honest and supportive communication structure with team members, sector coordinators and HQ Logistics Manager, to uphold a spirit of unity and mutual respect between them.

 

Security Management

  • Responsible to be aware of security procedures and guidelines in place, follow them and ensure that other staff abide by them.

 

Quality Management

  • Promote and use Medair’s standardised processes.

 

Qualifications

  • Relevant higher level qualification or equivalent work experience
  • RedR Logistics Course or equivalent

 

Experience

  • Previous management expertise (project and staff)
  • Solid knowledge and understanding of practical Logistic Procedures
  • Strong leadership skills and a supportive management style
  • Able to oversee multiple tasks, with experience in IT
  • Strong supervisory and inter-personal skill
  • Excellent organisational and communication skills
Comfortable negotiating with suppliers and authorities
